Help finding CO & prem field techs in Boston or Western MA areas

Hello,
I'm helping my management to try and find qualified candidates for a field tech position in the Boston area. He's checked Monster and I tend to check craigslist. So far there are lots of IT people and unexperienced college people, and then some over qualified engineers. There just aren't many techs who are qualified for working in central offices (in a CLEC/Collocation environment) as well as customer prem installs of internet.

Any suggestions on where to look? What sites to check out? We don't have a requisition yet from HR so we can't post a listing yet. We are trying to be proactive. Is craigslist even worth it?
