You don't have to have a particular educational background.
I worked for an employment agency which gave me the opportunity to proctor test for employers. I work with people who have no testing experience but have exp.in the field in which they are testing. I have a friend with no testing experience working as a test administrator at a junior college.

Just be assertive when applying. I know test administrator with no experience.

I suggest you visit the center to express your interest and stay on top of it when they have an opening. Persistance is the key.
