I work as a victim advocate for a rape crisis center and I have observed mis-use of grant money by people in the agency and want to do something about it but I do not know where to turn and still keep my job.

Go to the source of the grant, demand anonymity, have evidence.

Even if it can be traced back to you (are you the only one who sees the mis-use besides the misuser?), you can't lose your job over this, but anonymity will minimize the risk of social fallout
