Not paid minimum wage for non tipped duties

The restaurant I work for requires cleaning duties and other duties after being cut from the floor that do not generate tips but average an hour or so. I have been told if you work more than 10 minutes in an hour doing non tip related duties the restaurant is required to pay minimum wage for that period. Can anyone tell me if this is true and where to find it on the net?

The rule is 20% of your day is allowed for non-tipped duties at tip wage. Anything exceeding 20% of your day must be paid at full minimum wage.
