warehouse associate --Casual worker

I took this job before the christmas rush. they did tell me it was seasonal, but I would be hired as a casual worker. I was hired and worked through january of the first week of february. Now nothing. How do I get from casual to regular. If the work is so slow why are other people working. they did promise at least 2 to 4 hours most days.
