new career with limited funds

I have been unemployed for 1-1/2 years and I am trying to get 'webmaster' skills. I have a graphic design background on a production level and need additional programing skills. Does a certificate in 'webmaster' from a place like www.ed2go.com do any good? This is an adult education credit only (non-accredited) set of courses through a lot of colleges like Eastern Michigan, Bowling Green etc.
Any advice on the fastest and cheapest way to get an entry level job?
