Yes. This is not uncommon. I have seen the same description, everything the same and only the agency name is different. Companies seem to think that more agencies means more candidates.

Yes, this is not uncommon because the four other recruiters all want your business. If one of them finds you a job before the others, that one will get the commission for getting you the job. Recruiters have to find a certain amount of people jobs per day or they will lose their own job. Someone I know that became a recruiter said that they had to be on the phone a certain amount of minutes during the course of a day or they would lose their job. They would also have to find a certain amount of people a job per day or again they would lose their job. Being a recruiter can be a tough business.
