The difference between a telecommunication and communication specialist is that one is in the telecommunications sector and the other - a "communication specialist" is a specialist in the general sector. A communications specialist is someone who generally works in the corporate communications and marketing department of a company. They typically are in charge of all internal and external communication pieces such as Web content development, direct mail advertisments, helping to develop copy for marketing and advertising campaigns, etc. Most have a degree in journalism, marketing or similar. They usually report to the Director of Communications or the VP of Marketing and/or Communications. They are primarily responsible for heavy writing and editing duties and focus on a companies public reputation and advertising/marketing objectives.
