You have to work for California contractor for 4 yrs to take C-10 test?

I've been licensed in Texas for 18 years.
I gor my California license in Feb 2008 but got laid off in Feb 2010.
Had to move back to Texas where I forgot to renew my California license.
Flew back to California in Sept 2011 and got my new license.

I am now wanting to take the C-10 license. A rep at the CLSB web site says I have to have 4 years under a California company to take the C-10 test?? Is this right?? Everywhere I've read it just says applicants are required to have 4 years experience to qualify to take the exam.

WHat is the real answer??
