Flowers by Wedding Planners...

I have my Sister's wedding next year and every wedding planner I talk to about flower designs for the event says to me "we bring that service right to you" or "we take care of that for you." What does that mean?
So my question is Do event planners ONLY coordinate another florist to do the flowers or are the planners doing floral design in house? Its important, because I was wondering if it would be more affordable for "in house" planners to do the designing.
Any help would be greatly appreciated.

We do all of the flowers for all the weddings we plan, so that the bride will not blow the budget. With many years of doing this, it is the best way to save money and time, For all events.
