You'll need to file to get your broker authority with the FMCSA (www.fmcsa.dot.gov) and also get a broker licence from the MTO. Get some general liability insurance and I believe you also need to post a surety bond. If you wanted to avoid all that, you could work as an agent with one of the larger freight brokers if you had your own customer base. HTH.
