I can see how carrier companies can track their drivers (from gps satellites installed on their units) but how are 3pl providers able to track their contracted freight? Because that's a part of a freight brokers job, to track where exactly their customers freight is and consistently update their shippers and consignees. Do they just call the carrier company and ask them? What if they are dishonest?

It's important to insist on getting the driver's cell phone number. If a company is not willing to give you that, then do not load them, they are likely re-brokering your load. You should call to get updates from the driver...just be mindful not to over do it....drivers generally do not like to be micro-managed. If you find that a company or driver is dis-honest, put them on your do not load list and continue looking for honest carriers to cover your loads.
