Is NFPA70E flash protection excessively restrictive ..does NFPA70E ASSUME a trained, qualified electrician will have a flash accident!!!

My friend who had 33yrs experience as a high-voltage electrician is no longer alive. If he would have taken five minutes to put on his flash suit he would still be alive. There is no such thing as " inconveniant " when you deal with this stuff. I am pretty sure his wife and 2 kids don't think its excessively restrictive.
