Out of the country when starting the interview process

I am currently completing a MA degree in Counterterrorism and Homeland Security Studies in Israel. Just today I received an email from the NSA, saying that I have been selected for an onsite interview with a phone prescreening to come before.

The end of the message said that if I am currently out of the country, then to disregard the message and establish contact once returning to the states.

If I don't plan to return to the states for six months, will I lose my opportunity?

Is it worth the time to contact the person who emailed me to explain my situation to get clarification? (I was told that they won't talk to me if I'm out of the country)

Is anyone aware of how they contact you to commence the phone prescreening?

Basically, any information anyone could supply me with regard to my situation and this process would be greatly appreciated!
