resident ratio

I am a CNA for 18 years and a nursing student. I have worked the facility and private duty. My son a new CNA got his first job and is also a nursing student. He is on second shift at a facility that only staffs 1 CNA for 42 residents. Talk about a work load. He was going to call of work today, but I told him he would receive a blessing if he went to work today. On his way to work he received the call and he has another job at a better facility. God is good and I pray for the residents he leaves behind. I thought that was illegal to work an aid with that many residents.
