what kind of O.D. license needed in order to accept vision insurances.....

Does optometrist need special license in order to take vision insurances for a practice?....I heard they need to work at a practice for a certain hours a week to be able to do that.....Anyone knows how many hours? Vsp insurance only for those privately owned by optometrists?
