I was looking at the profile for the school I want to attend on the APTA site and it says that 65% of admitted students graduate from the program. That seems low. Why would so many not finish the program. You have to have a C to pass, so is it possible that this many students flunk out of the school?

It's very normal for a PTA program to have that passing rate. My school (NVCC in Virginia) has the same rate. Many students fail the practicals and/or the written exams. We were 43 when we started 3 semesters ago, but now we are around 28 students. The rest will have to come back to the program after a year. Study hard and work less to be one of the passing 65%.
