I beleive the top three skills a program manager must possess are leadership, vision and communication skills

1. Build a methodology that actually takes into account your corporate culture
2. Staff with hands on project managers (I typically go hunting for business analysts)
3. Manage up and down...tell the executives what they are getting for their money and your staff how great they are doing.
