A lot of these so called agencies are card mills. The only money to be made is in recruiting and not the actual selling of travel.

If you want to sell travel please be aware that being a travel agent is hard work. You need to know basic geography, terminology, computer skills and have sales and marketing experience. You will need a business and marketing plan. It helps to have some business courses. Some community colleges do have courses available. There are online courses also. And, you can intern at a local travel agency or they will train you to be an IC.

Travel agents work on commission, some with experience do work on salary plus.

Also, be aware with the current economic situation travel is down worldwide.

If you are thinking about getting in the business do your homework. Contact ASTA or the Travel Institute for more information. And, if someone wants you to pay $499 and $50 a month. RUN. This is a card mill and/or MLM.
