Heather, does he have any IT certifications, such as A+?
Tampa and St. Pete markets have been pretty good as of late.
Would he be willing to contact companies "over the bridge" in South St. Pete? Might find opportunities there!

There are but the companies are very strict in what they want because my boyfriend applied for them and they turned him down...
