Job Description: Intelligent Transportation System (ITS) Network Specialist
MAJOR FUNCTIONS: A team member in the Transportation Division, Intelligent Transportation System (ITS) section, which reports directly to the Project Manager. Responsible for coordination of project work assignments and a variety of duties to support project requirements. A team member for overseeing the comprehensive planning, coordination and implementation of the projects that directly works with Local Area Network (LAN), wide area network (WAN), Internet, and broadband communications networks.
Position may require supervisory work directing personnel, installation, maintenance, and repair operations of communications equipment related to ITS, including the coordination and supervision of work assignments associated with the deployment of the ITS Network and support to a Traffic Operations Centers (TOC).
ILLUSTRATIVE DUTIES: Work involves the daily management, technical design, and deployment of computerized traffic control systems including configuration and maintenance of a telecommunications network. Provides technical expertise and supervision for technical tasks performed in relation to the traffic network systems and communications layer. Responsible for overseeing the data communication requirements and standards for the ITS network integration. Responsible for overseeing the installation and support of the ITS network, server hardware, and ITS software. Performs project related needs assessments to assure appropriate justification for improvements and/or modifications of clients system are met. Assists with providing information necessary to prepare logistic/budget information pertaining to the development of the ITS network system and TOC operation. Monitors activity on ITS network systems and perpetuating efficient communications for the system. Conduct periodical capacity plans of the communications network taking necessary actions to maximize the capacity of the network. Make evaluations and determinations for system repair requirements, identifying potential problem(s) and ensuring that matters are corrected whether the problem can be resolved internally or by client. As time permits, or when required, the position will be cross trained and expected to support a TOC data network as a secondary supervisory task.
KNOWLEDGE, ABILITIES AND SKILLS: Knowledge and ability to effectively use management supervisory methods and practices. Thorough knowledge of network systems administration, internet connectivity, security services, load monitoring and data archiving procedures. Ability to apply current technologies and best management/installation practices within the ITS industry. Knowledge of standard WAN/LAN design and implementation, fiber optics, wireless\wired technologies, routing and VPN configurations, network security, networking standards and protocols, network systems performance tuning, TCP/IP, VLAN, firewalls, network multicasting and antivirus solutions necessary design\install\integrate a ITS network. Ability to research, investigate, experiment, detect, inspect, verify, recognize, and recommend innovation solutions to ITS developments. Ability to recognize incorrect information or work and take remedial actions independently. Ability to plan, write and prepare procedural documentation, practical operator manuals, communication reports and justification documents. Ability to establish and maintain an effective working relationship with governmental agencies, vendors, and industry staff. Ability to use independent judgment and make cost effective decisions/recommendations. Ability to develop effective work methods and procedures. Ability to work as part of a team. Ability to communicate effectively both orally and in writing. Ability to sit for long periods. Ability to concentrate on detail and sequential work tasks. Ability to speak in a technical manner than can be understood by a novice person. Ability to bend, stoop, sit, and stand for long periods. Ability to perform tasks that require eye and hand coordination.
MINIMUM QUALIFICATIONS: Graduate of an accredited two (2) year college with major course work in information\network technologies, IT Business or a related field, and have a minimum of five (5) years experience in the support of large networks, including a minimum of two (2) years’ experience as a lead/senior network support staff member for a large multilayer-server installation and one (1) year experience supervising the work of technology professionals. A comparable amount of related training/certifications (CCNA minimum required) and experience may be substituted for the minimum qualifications. Knowledge of VDOT policies and procedures. Technical skills related to plan production, communication design, system troubleshooting & network systems integration for ITS and traffic signal systems a plus
Other responsibilities include assisting or leading business development opportunities including obtaining new clients, developing teaming arrangements, managing project proposal efforts, and detailed project price estimating.
