NOTE: These positions are located within VISN 2 and can be filled at either of the following locations : Albany, NY or Buffalo, NY . The site will be determined upon selection.

These positions involve a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

These Accountant positions perform professional accounting work requiring the application of sound accounting principles, theories, concepts and practices. Major duties and responsibilities include but are not limited to:

Conducting daily examination of various accounting transaction listings, cost reports, financial statements, project fund balances, and work orders to ascertain accuracy and completeness of data;

Directing the assignment of project and cost codes, accounting classification and file maintenance and providing information;

Analyzing and reviewing ADP maintenance listings;

Researching operating finance and accounting data, interpreting data, and furnishing the data to various organizations;

Developing, preparing, and revising regulations, information papers, etc. for project and revolving fund accounting control;

Assisting in controlling financial operations by controlling obligations and/or expenditures within limitations established by appropriation, allotment, apportionment work allowance, and purpose authorized by public law;

Managing summary cost accounts and verifying validity and accuracy of accounting transactions and data; and

Performing all other duties as assigned.

Work Schedule: Monday through Friday, 8:00 am - 4:30 pm

BASIC EDUCATION REQUIREMENT: To meet the basic requirement for the 0510 series, you must meet one of the following:

You must possess a Bachelor’s degree or higher in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing." Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") ~OR~

You must possess a combination of college-level education and experience -- at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
a) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; -or-
b) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; -or-
c) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the basic requirements above, you must have additional specialized experience and/or education to minimally qualify for the GS-7 grade level:

Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Accountant. Typically we would find this experience in work within this field, or a field that is closely related to professional accounting work that involved assisting higher graded or seasoned accountants in accomplishment of accounting work, receiving intensive training and/or orientation in accounting work, examining routine accounting documents to verify accuracy of computations and transactions, and listing balances of ledger accounts.

Education: Successful completion of one (1) full year of graduate education or 18 semester hours in courses that are directly related to the work of this position. This education must have been obtained in an accredited technical school, college, or university. Note: Transcripts (unofficial or official) must be submitted with your application materials. Combination: Successful completion of graduate education (beyond 9 semester hours) in course work directly related to the work of this position and specialized experience which meet the total experience requirements for this grade level. Superior Academic Achievement: (SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
1. Rank in the upper one-third of your class in the college, university or major subdivision.
2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Accountant. Typically we would find this experience in work within this field, or a field that is closely related to professional accounting work that involved examining a variety of financial statements for completeness and internal accuracy, reconciling reports and financial data with financial reports on file for inconsistencies or errors, reviewing accounting documents such as travel orders, requisitions, and contracts, and developing monthly or annual budgetary schedules for specific cost categories and accounts. ~OR~

Education: Successful completion of a master's or equivalent graduate degree or successful completion of two (2) full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must have been obtained in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Combination: Equivalent combinations of successfully completed related graduate level education (beyond the first year) and specialized experience as described above. Physical Requirements: The work of this position is primarily sedentary; however, there may be some walking, standing, bending, and carrying of items such as papers and books. The work is typically performed in an adequately lighted and climate-controlled office.

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and

Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
