Critical Action Items:
Manages program contract, budget and operations and ensures compliance with appropriate laws, regulations, contracts, corporate policies and budget requirements.
Ensures all personnel hired have required education, licenses and experience to be an affective member of the program team.
Monitors all client and personnel files for contract, licensing and agency requirements through random monthly reviews.
Manages budgets and expenditures by approving all expenses, monitoring spending and reviewing the financial general ledgers on a monthly basis.
Program meets all outcomes as outlined by the contract, license and program.
When applicable, the program is in compliance with contract and licensing standards.
Program and agency reports are submitted on time as proposed in the contract, and/or Senior Program Director.
Budget is on track with contract and agency standards; staffs within program submit requisitions for expenses within the time frame established by the agency.
All agency and contract reports are turned in on schedule.
Maintain organizational management structure which promotes best practices, facilities optimum delivery of services.
Maintains an internal policy and procedure manual of the organizational structure and each program function based upon: State licensing requirements, individual program/grant policies and procedures, and the agency’s internal policies and procedures. Maintenance of the procedure manual will be updated as needed.
Follows agency hiring procedures, submits recommendations to the Senior Program Director for approval.
Trains, develops and mentors all direct reporting staff to promote optimal performance through regular communication and evaluations.
Conduct monthly file reviews to ensure compliance with license and contract requirement. Reports reviews to Senior Program Director monthly and develops action plans for compliance concerns and problems.
Ensures that all staffs are trained on program data collection and are inputting all required information into Efforts to Outcome (ETO) on a weekly basis.
Performs monthly reviews on ETO data collection system and reports all issues and concerns to the Senior Program Director.
Participates in community meetings as assigned, with prior approval from the Associate Executive Director on presentation and content.
Function as a member of a multidisciplinary team.
To work effectively with the BCFS HHS Senior Program Director and management team.
Member of IMT. Attends all mandated trainings for IMT and reports for active duty when required.
Other job duties as assigned.
Education: Bachelor’s Degree in Social Services or related field
1 year or more of program management experience.
1 year or more of staff supervision experience.
Experience in budget management.
1 year or more of experience with program contract management and compliance.
Experience with managing and successfully obtaining program and contract outcomes.
Excellent writing skills and experience with writing and reviewing strong, informative, and effective program reports.
Experience working with collaborative community partners.
Experience with program presentations.
Excellent computer skills.
Experience with human resources policy requirements.
Ability to effectively communicate is required.
Possess excellent interpersonal skills, as well as, organizational and planning skills.
Possess sensitivity to the service population’s cultural and socio-economic characteristics.
Ability to organize, and prioritize duties and responsibilities efficiently.
Ability to work independently.
Possess a valid driver’s license, work eligibility status and have an excellent driving record.
Must pass criminal and driving background check.
