Clearance Level: ACTIVE SECRET (DoD)

Location: Aberdeen Proving Ground, MD.

NOTES:
The right type of acquisition people we are looking for will have:

? True program/project management experience specifically the development of acquisition documentation in DoD programs

? Experience with the defense acquisition lifecycle process and getting DoD programs through milestones A&B (it is crucial such experience be reflected in their resume)

? Experience with analysis of alternatives (AOA's) plans/studies

Individuals primarily with experience creating contract documents and/or financial/budget documents are NOT what we are looking for. Anyone that is certified in logistics, contracts, or financial management will most likely have spent their career in logistics/contract/financial management and this is NOT what we are looking.

Essential Job Functions & Responsibilities:
? The Acquisition Analyst shall develop, support, update, and maintain acquisition program milestone and other acquisition documentation; provide independent assessments of technical, financial, or programmatic issues; provide advice and assistance on acquisition matters. Provide acquisition policy advice and analysis, and develop and draft recommended implementing language for various acquisition policy advisories, guidance, and instructions, for the consideration of Government decision makers. He/she will provide project/program acquisition management, planning, coordination, and documentation support for acquisition programs supporting both developmental and fielded equipment. Develop acquisition program plans, program documentation, acquisition milestone documentation, and associated briefings. Support analyses, studies, problem identification and resolution, program planning, and policy development and implementation. Develop program briefings. Monitor program progress and customer satisfaction. Maintain and/or monitor periodic acquisition program status reports. Organize, consolidate, and adjudicate comments from various organizations regarding program documentation. Prepare program management correspondence (e.g., letters, memos, and route sheets). Manage preparation of program related spreadsheets, program schedules, reports, and meeting minutes. Manage customer expectations within the context of time available facilitated by constant communication with the customer to gauge needs and the dynamics of current and emerging requirements.

Required Qualifications:
3+ years of relevant experience
Experience supporting acquisition programs within the approved Department of Defense acquisition framework
Experience with the FAR, DFARS, and acquisition regulatory change processes and procedures
Thorough knowledge and understanding of the DOD 5000 series publications and associated Army publications for acquisition and program/project management
Excellent communication, collaboration, and writing skills
Experience in preparing briefing materials on complex acquisition topics, as well as, presenting to peers and senior officials

? US Military equipment and systems acquisition experience; acquisition analyst and project officer experience primarily with AAP through ACAT III programs including program milestone documentation development

Demonstrated experience with:
Close Coordination with Lead Project Officer, program, PEO / Headquarters Staff
Participating on Integrated Product Teams for Program Development and Fielding

o Development of strategies and documents that will lead to product transition to development and fielding

o Development of appropriate Pre-Systems and Systems Acquisition Documentation and Plans for Acquisition, Systems Engineering, Contracting, Risk Management, Technology Development Test & Evaluation, Product Support, Simulation Support, Program Protection, and Information Support

o Assisting in developing Initial Program Office Affordability Assessments, Acquisition Program Baseline

o Developing appropriate Acquisition Decision Memorandums for the Milestone Decision Authority

o Assisting in Program Objective Memorandum (POM) Development, Build and Review

o Developing, coordinating, and communicating near, mid, and long-term program strategies and goals

o Preparing graphic and written communications

o Providing briefings to Program Leadership, Representatives and Joint/Service Staffs

o Government-required acquisition procedures

o Developing acquisition strategies

o Implementing management and control processes

o Conducting requirements management, risk analysis and management, systems engineering, and program control

o Applying knowledge, skills, and experience with DoD Directives 5000.2.and Defense Acquisition system to assist customer in preparation for Milestones and effecting major system acquisitions

o Supporting cost/investment analysis efforts towards programming/budgeting for client activities.

Education Requirements:
Bachelor's degree required
Defense Acquisition Workforce Improvement Act (DAWIA) certification in Program Management OR a combination of DAU Acquisition coursework and DAU/PMI/Third-Party acquisition training

Desired Qualifications:
Experience with the Director, Defense Procurement and Acquisition Policy (DPAP) organization, functions, and processes preferred
Relevant experience supporting ACAT I-II level programs
Knowledge of DoD Intelligence Community acquisition policy organizations, issues, and initiatives preferred
