Main Purpose of Job
The main purpose of this position is to prepare and manage the annual operating budget of $23M and quarterly budget projections for the Laboratories Administration while assuring the financial intergrity of the fiscal records of the Administration. Duties include developing and managing the budget, financial projections and expenditure management. Duties also include quarterly meetings with relevant stakeholders within the Laboratories Administration to communicate budget balances and projections. This position will also be responsbile for assistance in managing the fiscal impact of the new Maryland Public Health Laboratory (scheduled move-in date April 2014). Candidate should have knowledge of the principles and practices of business and public administration budgeting and governmental appropriations accounting. Candidate should also have knowledge of financial reporting systems, Microsoft Excel and Word. Candidate should have skills in managing and coordinating multiple tasks and complex reporting assignments for multiple stakeholders throughout the Laboratories Administration. Ability to communicate clearly and effectively; and ability to establish and maintain harmonious and effective working relationships. Scientific budget management experience preferred. Knowledge of Maryland State capital and operating budget processes preferred. Federal and State grant administration preferred. Proficiency in Financial Management Information Systems (FMIS).
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
Education: Bachelor's degree from an accredited college or university.
Experience: Three years of experience in budget preparation, presentation and execution.
1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.
2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
