The Assistant State Veterinarian will work as an assistant to the State Veterinarian.
Animal Industry Licensing & Inspection Programs -- Responsible for the administration of the various licensing and inspection programs administered by the Animal Industry Bureau and for the coordination, initiation, tracking, and disposition of complaints against any licensed facility, complaints against a facility/individual alleging need for licensing, complaints involving the improper disposal of dead animal(s), complaints involving animal health violations and/or animal movement violations, or assist local law enforcement officials in the investigation of cruelty/neglect complaints. The various licensing and inspection programs administered by the Bureau include animal welfare licenses, livestock auction markets, livestock dealers, pig dealers, hatcheries, rendering plants, bull breeders, sheep dealers, and poultry buyers.
Johnes Program -- Act as statewide administrative and coordinate the activities of the district veterinarians regarding the provision of services to Iowa dairy and beef herds participating in the program. Provide for technical veterinary assistance in the development and monitoring of health plans for herds in the program. Develop and present educational material directly to producers and through presentations. Oversee implementation of the Johnes grant including data collection and writing of quarterly and annual reports as required. Work directly with the State Veterinarian to pursue future funding possibilities and identifying issues that need to be addressed.
Communication --Will develop and produce a bureau newsletter distributed to veterinarians and others, notifying them of timely relevant information.
Import/Exhibition -- Responsible for managing the issuance of entry permits for classes of livestock requiring an entry permit for importation into Iowa, the compilation and dissemination of exhibition regulations, and maintaining current information for the USDA voice response system for entry requirements.
Disease Eradication Programs -- Responsible for the administration of the swine tuberculosis eradication program. Will oversee administrative aspects of the psudorabies cooperative agreement including implementation of surveillance testing, review of test charts, implement any necessary follow-up testing, gather data and other information necessary for writing quarterly and annual reports as required to maintain the cooperative agreement. Will assist the State Veterinarian and the Chronic Wasting Disease Program Administrator in dealing with veterinary and technical issues arising relating to Chronic Wasting Disease by preparing educational materials and make presentations to cervidae groups on the state chronic wasting disease program.
Assist Animal/Premise Identification Coordinator in the development and delivery of a marketing plan to increase the level of participation of Iowa livestock producers.
Miscellaneous Duties -- May be required to work at the Iowa State Fair to provide check-in for all animals brought onto the fairgrounds, and staffing departmental booths. Is expected to assist in public speaking engagements, when requested and approved by the supervisor. Will assist in providing on-the-job training for new employees. Will participate in all contested case hearings for which they have been involved in actions leading to the hearing. Will be available for phone consultations, as necessary. Will attend and plan field staff meetings as needed. Other duties as assigned.
Office Procedures -- Will be responsible for the supervision of clerical and field staff in conformance with union contracts and personnel rules. Will be required to file complete, accurate reports as required by personnel and management.
Graduation from a four year college or university and five years of full-time (or equivalent part-time) professional, supervisory or managerial experience in the fields of agricultural commodities marketing, meat and poultry processing/inspection, grain warehouse or animal health/welfare.
