Anoka County Finance and Central Services is seeking an Associate Accountant to reconcile and analyze numerous complex county bank and investment accounts monthly to ensure that an accurate and thorough accounting of all county financial transactions with banking and investment institutions is completed monthly and any adjustments/corrections are resolved in a timely, efficient manner. This position also is responsible for daily transmittal of critical financial information to various financial institutions. This position records and tracks county debt transactions, bond issuance and settlements and assists in the preparation of regular reporting. In addition, this position provides for administration and compliance to the State's Unclaimed Property requirements, maintenance of departmental asset records and supply procurement.

Analyzes and reconciles financial data involving accounts the county holds with financial institutions and investment firms; Resolves discrepancies between the financial institutions' records and county's general ledger and cash control records; Prepares and processes required adjusting entries. Maintains multiple financial data bases for specific county banking accounts which includes accounting for all financial transactions; Reconciles financial data to a variety of data bases; Ensures data is reconciled and available to auditors and financial managers. Transmits financial data to financial institutions; Receives, processes and reports financial data utilizing web-based financial systems and applications. Compiles and researches data on local financial institutions, providing statistical information regarding financial transactions; Monitors and maintains Treasury and Collections – HS fixed assets records; Manages retention of department office records in compliance with state statutes; Provides backup for processing of receipts, deposits, distribution of checks and processing stop payments. Records and tracks county debt transactions, bond issuance and settlements and assists in the preparation of regular reporting; Reviews and tracks invoices for debt and debt related services, and maintains accurate files of debt issues; Maintains compliance with the State's Unclaimed Property requirements, functions as County point of contact for unclaimed property issues and ensures compliance with state statute.

Bachelors Degree in Accounting, Business Administration or closely related field; One to three years of related accounting experience; or equivalent combination of education and experience.

Must successfully complete criminal record check.

Knowledge of: Generally accepted accounting principles and practices; banking, investments and cash management procedures; automated financial systems; state statutes regarding unclaimed property.

Ability to: Analyze data and prepare reports; establish and maintain effective working relationships with the banking and investment community, county and state staff and management; plan and organize work effectively; prioritize tasks, work independently and function as a team member.

Skill in: Windows, Microsoft Excel, Word and Access; planning and organization; written and oral communication.
