Plan, direct, manage and oversee the activities and operations of the Solid Waste Department including personnel management, policy evaluation and development, management information systems and employee training and development; coordinate assigned activities with other divisions, departments and outside agencies and provide highly responsible and complex administrative support to the Solid Waste Director. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's degree from an accredited college or university in business administration, public administration or related field, plus eight (8) years of professional/managerial experience in public sector operation's management to include five (5) years of direct supervisory experience in a management and/or administrative capacity. Professional/managerial experience in solid waste disposal and landfill operations preferred. Related education and experience may be interchangeable on a year for year basis. ADDITIONAL REQUIREMENTS :
Position requires: Background check. PREFERRED KNOWLEDGE, SKILLS AND ABILITIES IN THE FOLLOWING AREAS:
Solid waste operations, including collections and vehicle maintenance
Principles and practices of program development and administration
Principles and practices of policy development and implementation
Principles of supervision, training and performance evaluation
General practices, services and operations of governmental public sector agency
Training and development theories, needs assessment techniques and principles
Principles and procedures of employee management and development
Plan, implement and direct administrative and operational activities
Select, supervise, train and evaluate staff
Analyze and assess programs, policies and operational needs and make appropriate adjustments
Develop and administer division goals, objectives and procedures
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
Research, analyze and evaluate new service delivery methods and techniques
