This is a fiscal position under the general direction of the County Finance Director, Senior Fiscal Manager and direct supervision of the respective Finance Division Department of Human Services (DHS) Fiscal Manager.

Essential Duties and Responsibilities:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

1. Supports the maintenance of the DHS County accounting, auditing and financial reporting needs as required under the supervision of the DHS Fiscal Manager position of the County, including budget preparation.

2. Assists DHS Fiscal Manager with monitoring of revenues relative to Medicaid, Medicare, and private insurance services billing.

3. Coordinates and performs billing activities for Chippewa County DHS and the Western Region Recovery Wellness and Recovery Consortium (WRRWC). Performs enrollment and Service Coordinator certification for all entities. Assists Fiscal Manager and County representative with program certification and review.

4. Acts as day-to-day operational backup to DHS Fiscal Manager to direct/redirect flow of work for fiscal staff due to absences as directed by the Fiscal Manager.

5. Provides fiscal support to the Director and Managers at agency board meetings as directed by the Fiscal Manager.

6. Provides professional financial support to DHS. Assists in developing and implementing procedures, policies, and practice standards according to GAAP, GASB, State and oversight organizations’ standards for DHS and coordinates these practices and procedures with all DHS departments.

7. Represents Chippewa County DHS as the Lead Fiscal Agency for the WRRWC. Attends WRRWC meetings, as well as State Consortium meetings and any other meetings as directed by the Chippewa County DHS Director and DHS Fiscal Manager. Reports back to the DHS Director, WRRWC Administrator and DHS Fiscal Manager.

8. Researches opportunities for DHS to increase revenue through Medicaid, Medicare, private insurance companies and other State/Federal funding sources.

9. Provides assistance with the DHS Fiscal unit’s quality control efforts; provides and coordinates staff development and training; evaluates procedures for effectiveness and efficiency; ensures compliance of all reporting. Works jointly with DHS Fiscal Manager and other staff within the DHS in a cooperative effort to ensure effective operations.

10. Interacts and communicates, both orally and in writing, with local agencies, organizations, and state bureaus, acting as an advocate for and interpreting agency responsibilities.

11. Analyzes accounts and financial statements. Prepares necessary journal entries.

12. Prepares annual and special audit worksheets for the independent auditors.

13. Prepares and submits State and oversight agency reports to meet external reporting requirements. Also provides on demand fiscal reports to department managers and other fiscal staff.

14. Creates, prepares, posts and maintains complex financial, client, or other information into the various County financial software and related reporting systems utilized by DHS.

15. Works with disbursement, revenue/receipting, and fixed asset financial cycles of the County as required in support of County and DHS financial reporting requirements.

16. Supports, monitors, and maintains the DHS accounts receivable and billing systems as well as related client information reporting systems in support of the DHS departments.

17. Communicates with County staff, supervisors, providers and related entities, and clients regarding billing information inquiries and billing issue resolutions.

18. Coordinates State/County information collection and exchange through use of State reporting systems and stays informed on the implementation of new reporting modules sponsored by the State. Advises providers and staff of any necessary reporting changes.

19. Verifies accurate data entry for timesheets and processes biweekly payrolls in accordance with direction from the Human Resource Division. Provides support to DHS staff for time entry.

20. Performs fiscal data entry, various reconciliations, and prepares reports to meet internal fiscal reporting requirements.

21. Receives and responds to technical questions from staff about reporting policies and procedures, keeps self and others informed in a timely manner.

22. Performs other fiscal duties that may be assigned by the DHS Fiscal Manager.

23. Performs similar duties in other departments of the County as determined by the County Finance Director and Senior Fiscal Manager.

Minimum Qualifications:

Bachelor’s Degree in Accounting or Business Administration with a minimum of three (3) years previous computerized financial accounting experience. Recent work experience in a human services, government, or non-profit setting required.

Experience with billing and provider certification for Medicaid, Medicare, and Private Insurance preferred.

Must be proficient in Word and Excel programs.

Must be bondable.
