To assist in maintaining accounting systems, policies, and procedures so that accurate financial information is available for the preparation of periodic financial reports.

Examples of Duties:
Essential Functions of all Accountant Positions

Assists in data collection, processing, reporting, and analysis of accounting and financial data to ensure that established systems, procedures, and service levels are maintained
Maintains capital asset information; additions, deletions, and schedules
Reconciles and analyzes balance sheet accounts, including cash and investments, monthly
Prepares year-end and month end journal entries for preparation of the annual/monthly financial reports
Provides accounting services for related City agencies (such as HRA and Port Authority)
Prepares Tax Increment Financing (TIF) reports on annual basis
Assists in closing procedures at year-end and interim periods
Assists in preparing and compiling data and supporting documentation for generation of monthly, quarterly, and annual reports
Assists in preparation, analysis, discussion, and formulation of departmental budgets
As requested, prepares budgets for City Council presentation
Assists in the preparation and presentation of the Comprehensive Annual Financial Report
Provides backup to other Accountant positions
Assists with bank reconciliations as needed I. When assigned to Financial Accounting:

Supervises preparation and analysis of Liquor/Lodging returns
Monitors and analyzes revenues, expenses, and deviations from budget for City, departments, divisions, grants, and projects
Reviews city travel expenses as needed
Prepares Capital Assets workpapers for annual audit--Performs budgetary, accounting, and financial analysis of special projects using advanced analytical tools and techniques
Performs team leadership and supervisory duties to accounting personnel as assigned
Assists with the Port Authority accounting records and reporting
Assists with the HRA accounting records and reporting
Performs other duties and responsibilities as apparent or assigned II. When assigned to Cash Management:

Supervises personnel assigned to Cash Management area
Serves on Investment Committee
Maintains adequate collateral levels for City deposits and investments with respect to State laws and City policies
Assists with investment portfolio data, backup duties for investment transactions, and assists in preparing all monthly, quarterly, and annual investment reports for the Investment Committee
Performs other duties as apparent or assigned III. When assigned to Public Works:

Creates and maintains access data bases related to accounting work
Assists with Grant writing and tracking
Assists with annual budget
Works on 5-year Capital Improvements Program
Prepares financial portion of the Public Works Annual Reports
Assists with purchasing/requisitions
Assists with preparing and report writing from Work Order System
Works with the Municipal State Aid funds and reports
Assists with Assessment calculations
Prepares misc. financial graphs and charts for Public Works
Monitors and analyzes project funding, pay estimates, and payment reconciliations
Performs other duties and responsibilities as apparent or assigned.

Minimum/Desirable Qualifications:
Minimum Qualifications

Bachelor's degree in Accounting, Finance, Business Administration, or closely related field
One year accounting work experience
Two years work experience, within last three years, working with computerized financial systems and spreadsheet applications
Ability to communicate effectively, both orally and in writing
Ability to work effectively with public and employees Desirable Qualifications

Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO)
Supervisory experience
Governmental budget preparation work experience
Work experience with capital assets and monthly and/or annual reconciliations
Knowledge of GAAP and governmental accounting standards
Experience in financial accounting or tax increment/development
Governmental accounting experience in the client's or auditor’s role
Work experience preparing a Comprehensive Annual Financial Report (CAFR)
Experience in the public works or construction industry accounting area (Public Works Accountant)
Grant writing and reporting (Public Works Accountant)

Supplemental Information:
2013 Salary Range: $54,445.00 - $81,246.00
Anticipated Hiring Range : $54,445.00 - $67,846.00 D.O.Q.
