In this position, you will provide authoritative and comprehensive guidance and assistance to State Medicaid agencies in assuring that expenditures of these agencies are made in compliance with Federal Medicaid and Children's Health Insurance Program (CHIP) regulations. Specifically, you will:
Monitor state Medicaid and CHIP financial management operations including reviewing the non-Federal share amounts and related expenditures throughout the fiscal year. Identify and resolve financial problems or issues prior to the submission of claims.
Review and analyze health care items in state budgets to identify future activities and related funding sources and issues.
Conduct in-depth reviews of funding mechanisms such as donations, taxes, certified public expenditures, intergovernmental transfer, and state and local appropriations to verify that they are allowable non-Federal funding sources.
Plan, coordinate and conduct financial reviews and audits.
Develop new and revised review and audit guides to supplement established financial management review and audit guides.

Specialized Experience: Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
Specialized experience is defined as one (1) year (52 weeks) of specialized experience equivalent to the grade 12 level in the Federal service which includes: Examining the Medicaid and Children's Health Insurance Program or similar health insurance program accounting documents for proper classification and authorization; designing and developing projects, studies, reviews, and audits; developing accounting standards, policies, and requirements; examining, analyzing, and interpreting accounting data, records and reports; advising and assisting management on complex accounting and financial management matters.
EDUCATION REQUIREMENT : In addition to meeting the Specialized Experience requirement listed above, all candidates must have the following educational requirements as described below , to be considered for this position.
(A) Degree in an accounting or in a related field such as business administration, finance, or public administration that includes or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law OR
(B) A combination of education and experience; at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge and included at least one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or a certificate as certified public accountant or a certified internal auditor, obtained through written examination OR
(C) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
