· Performs as the Chief of Financial Service in the Directorate of Financial Management.
· Directs the maintenance of all required general and subsidiary ledgers pertaining to all appropriate cost, and non-appropriated systems needed to maintain accountable records.
· Performs as an accountant performing a variety of assignment as related to administering accounting systems for managing funds.
· Serves as a systems administration.
· Provides professional accounting liaison for the Headquarters financial programs.
QUALIFICATIONS REQUIRED: Back to top This position has both basic qualifications AND specialized experience:

BASIC REQUIREMENTS : Must have a bachelor's degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. NOTE: The 24 hours may include up to 6 hours of credit in business law. The term "accounting" means "accounting and/or auditing.

OR

Combination of education and experience, which included at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided me with professional accounting knowledge. My background also includes at least one of the following: 1) Twenty-four semester hours in accounting or auditing courses (which can include up to 6 hours of business law); 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) completion of the requirements for a degree that included substantial course work in accounting or auditing, provided that (a) I successfully worked at the full-performance level in accounting, auditing, or a related field; (b) a panel of at least two higher level professional accountants or auditors has determined that I have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency and level of advancement that which is normally associated with successful completion of the 4 year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements.

SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent. Specialized experience must include p rofessional knowledge of accounting theories, practices, methods, techniques and a knowledge of Air Force, DFAS, and DoD programs, practices, interrelationships , and functions to independently accomplish a variety of responsibilities to include formulating command financial policy guidance, performing accounting work for operational programs or systems and analyzing and advising managers on accounting and financial matters.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Federal Generally Accepted Accounting Principles standards and Chief Financial Officers Act requirements with knowledge of the laws and regulations governing accounting procedures.

2. Knowledge financial management systems and concepts and the ability to analyze, interpret, and query financial data in preparing reports, schedules, and statements.

3. Knowledge of general fund, revolving, and/or non-appropriated fund accounting principles and procedures and the ability to recognize and analyze problems, conducts research, summarize results, and make appropriate recommendations.

4. Knowledge of and ability to adapt concepts, principles, and techniques of disciplines such as economics, business law, statistics, and data processing and the ability to plan, organize work, and meet deadlines.

5. Knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialist expertise in the work of the unit (such as engineering, accounting, supply, etc), including the ability to maintain credibility with others on technical matters.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

2. Serves as a member of the Annual Close Out Committee.
