This position is located in Department of Health and Human Services (HHS), Program Support Center (PSC), Division of Financial Reporting (DFR), in Bethesda, MD.

Analyzes and reconciles a variety of routine accounts and transactions in support of a program
Formulates a variety of routine financial reports

To qualify for this position, you must meet the Basic Requirements AND Specialized Experience

Basic Qualifications: To qualify for Accountant position you must have either A or B below.

A. Have degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (You must submit a transcript to submit your claim)

OR

B. Have a combination of education and experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (You must submit a transcript or certification to submit your claim)

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g.,15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c)except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Additional Qualification Requirements : In addition to meeting the Basic Qualification Requirements candidates must also meet additional qualification requirements:

For GS-07 Grade Level:
a. H ave one year of specialized experience, equivalent
to the GS-05 grade level in the Federal service, that included the following
tasks and responsibilities: entering data into the accounting systems; assuring
accuracy of the data; performing review of routine financial reports;
instructing clerical personal in new procedures; assisting in performing
analysis of financial data; assisting in researching accounting data and
transactions; using various financial statements; compiling financial statement
and footnotes; assisting in providing auditing services.
OR
b. I have a bachelor's degree in accounting or a related field such as business administration, finance, or public administration that included or supplemented by 24 hours in accounting AND meet Superior Academic Achievement (SAA) criteria. SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing --Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average(G.P.A.) -- Applicants must have a grade-point average of: a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final two years of the curriculum; or b.3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Note: Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. 3. Election to membership in a National Scholastic Honor Society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed at www.achsnatl.org/ .
OR
c. Have one full year of graduate level education from an accredited college or university in accounting, or a related field. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will satisfy the one year of full-time study requirement .
OR
d. Have a combination of experience described in A and education described in C above. In order to combine graduate education with experience, first determine the applicant's total qualifying education as a percentage of the education required for the grade level; then determine the applicant's experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.

For GS-09 Grade Level:
a. H ave one year of specialized experience, equivalent
to the GS-07 grade level in the Federal service, that included the following
tasks and responsibilities: entering data into the accounting systems; assuring
accuracy of the data; performing review of routine financial reports;
instructing clerical personal in new procedures; developing procedures to be
followed by technicians and administrative personnel; troubleshooting
abnormalities in accounting system operations; providing advice to management
officials on accounting data trends; performing analysis of financial data; researching
accounting data and transactions; using various financial statements; compiling
financial statement and footnotes; assisting in providing auditing services.
OR
b. Have completed 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in accounting or auditing from an accredited college and/or university. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will satisfy the one year of full-time study requirement.
OR
c. Have a combination of specialized experience described in A and graduate level education described in B that meets 100% of the qualification requirements for this position. To combine education and experience, determine the applicant's total qualifying experience as a percentage of the experience required for the grade level. Then determine the applicant's education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
