Duties:
This position assists in the development of statewide accounting policies relating to state and federal regulations in accordance with generally accepted accounting principles (GAAP); assists in the preparation of the State’s Comprehensive Annual Financial Report (CAFR) including footnote disclosures; works with agencies by providing technical assistance, coordination of fiscal year-end requirements and with reporting/disclosure information; provides helpdesk assistance in regard to the financial modules on the state’s computerized accounting system; approves transactions for agencies that require additional review to ensure compliance with state policies; and other special projects as assigned.

Competencies:This position requires:
Knowledge of :
Generally accepted accounting principles (GAAP), especially as they relate to governmental accounting, especially the Governmental Accounting Standards Board (GASB) statements and Implementation Guides;

Federal regulations as they relate to state government, education and not-for-profit organizations;

State Accounting, Budgeting, Human Resources System (SABHRS) or other Accounting Systems;

Financial statement presentation and preparation;

Personal computers and software, especially Microsoft Excel, Word and computerized accounting systems.

Ability to :
Communicate effectively and diplomatically, both verbally and in writing with other staff members, agencies, and members of the public. This will include interpreting, researching, developing, writing, proof reading, and editing accounting policies and/or complex problems with technical and non-technical people.

Effectively work both in a team environment and independently to achieve bureau objectives and timelines. The candidate will need the ability to prioritize workload and to work on multiple tasks simultaneously.

Education/Experience:
The above knowledge, skills, and abilities are typically acquired through:

A Bachelor’s degree in Accounting, Business, Finance or related field;

5 years experience in professional accounting, financial computer software, or financial statement analysis;

Alternate combinations of education and experience will be considered on a case-by-case basis.

Preference will be given to candidates that :
Have a current CPA license with a permit to practice.
