As a Acquisition Program Manager you will be responsible for the following duties:
• Works with multiple systems or initiatives such as Standard Procurement System (SPS), Federal Awardee Performance and Integrity Information System (FAPIIS), Wide Area Workflow (WAWF), etc.
• Develops complete strategic and tactical resource plans to support acquisition programs assigned to the Directorate.
• Allocates resources to optimize the performance of program offices.
• Develops and implements new systems and electronic initiatives based upon in-depth analyses of issues and consideration of the overall mission, budget, technology advances and political environment.
• Works with other groups to support the use of IT in procurement, such as requirement development, requirement review testing and information sharing.
• Interprets acquisition, logistics, and program management directives. Provides guidance in the interpretation and implementation of regulations, policies and procedures. QUALIFICATIONS REQUIRED:

You must have one year Specialized Experience equivalent to the GS-12 level for the GS-13 grade in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.

You must have one year Specialized Experience equivalent to the GS-13 level for the GS-14 grade in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.

Specialized experience required for this position is:
• Providing technical guidance to management or high level officials on acquisition or procurement laws, regulations or directives.
• Participating in the development of IT software to improve the acquisition processes or systems.
• Training or providing guidance to team members on acquisition processes, systems, regulations, policies or procedures.
• Analyzing programs to define problem areas and recommends solutions for these areas.

Specifically you will be evaluated on the following competencies:
1. Knowledge of the laws, principles, policies and practices of system acquisition and program management.
2. Knowledge of staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems.
3. Ability to perform management analyses and/or ability to plan, implement, and carry out initiatives affecting the acquisition functions.
4. Skill in written and oral communication.

Substitution of education in lieu of specialized experience is not applicable at this grade level.

• This position requires Acquisition Workforce Level III certification in Contracting. Certification prior to hiring is not essential but must be accomplished within 18 months after entry into this position.

• This position is subject to the DoD Drug Free Workplace Program. 1 - Qualified Category - meets the minimum qualifications and demonstrates minimum experience and/or training only.

2 - Highly Qualified Category - meets the minimum qualifications requirements and demonstrates full-performance level experience.
