The Acquisitions Technical Director/Project Manager Team will be responsible for supporting Army National Guard (ARNG) Acquisition Support managing the contract team. Team will be supporting ARNG with independent and objective support that is free of conflict-of-interest when supporting the preparation of acquisition documents as well as supporting the evaluation of the proposals that will be submitted in response to solicitations, and in post-award performance monitoring of any service provider who supports the Government organization as needed. Acquisition Project Director/Manager will supervise and coordinate the acquisition support workforce to include: Support documentation development; financial analysis for budget and estimation; source selection activities; and the application of these and other knowledge areas for invoice and payment analysis. Support development, research, briefings and other documentation for the acquisition strategy for procurements.

Assist in the development of Independent Government Cost Estimates (IGCEs) . Assist in development of technical requirements for statements of work or requests for proposals identifying and defining requirements that maximize appropriate competition. Assist Government in assessing vendor proposals. Provide expert assistance in protest situations.

Assist with managerial, technical and programmatic support for the development of RFPs and source selection materials including conceptual strategy, program integration, service definition and document development. Assist in the development of solicitation documentation, including but not limited to the following: Acquisition strategy brief, Acquisition plan, Market research, All RFP Sections, Source Selection Plans, Source Selection Evaluation Board findings and out briefs, Quality Assurance Surveillance Plan, Other supporting and related documents. Qualifications: Minimum Secret Security Clearance Must be knowledgeable in FAR Part 15 Acquisitions with a focus on best value solicitations and source selection. Must possess: Defense Acquisition Workforce Improvement Act (DAWIA) standards for Contracting II and III levels, or the equivalent certification.

Must possess: Subject Matter Expertise (SME) in FAR, DFARS, AFARS, & NGFARS. Desired: Project Manager with relevant ARNG and DoD Acquisition experience. Technical degree, Associates degree or higher preferred in an IT related field.
