Serve as a member of the Office of Research Affairs (ORA) team providing input to ORA on behalf of Organized Research Units (ORU’s) for academic personnel administration. In coordination with the unit MSOs, this position has independent administrative responsibility for non-senate academics for general campus ORUs. Independently administers and coordinates the review, processing, and analysis of complex academic personnel actions for all of the General Campus ORUs. Responsible for the review coordination of a subset of non-senate academics, encompassing Specialists, Project Scientists, and Research Scientists. Duties include policy interpretation, recruitments, appointments, hiring, merit and promotion files, formation and/or submission of policy exceptions, benefits, payroll, processing visa applications/renewals, leaves of absence, historical data reports and management (using both web based and other database systems). In consultation with the Office of Research Affairs (ORA) assist with the formation and implementation of policy, key procedures, and operational strategies for operation of non-senate academic personnel. Actively participate and contribute to short-term and long-term goals of ORUs.

Must be flexibile to work overtime during heavy academic personnel workload periods.

QUALIFICATIONS

Graduation from college with a major in Business Administration, Economics, Statistics, Educational Administration, Political Science, or an allied field, and two years of experience in administrative analysis or operations research; or an equivalent combination of education and experience.

Demonstrated experience with academic personnel including thorough knowledge of policies and procedures related to academic appointments and academic reviews.

Working knowlege of visa administration, human resources and bargaining contracts.

Strong, proven organizational, negotiation, analytical, and problem solving skills. Proven ability to interpret policies and procedures, propose solutions, and apply to non-recurring situations.

Knowledge of records management principles and filing systems. Knowledge of state and federal rules and regulations related to access to records.

Demonstrated excellent writing skills to independently compose correspondences and edit documents effectively.

Excellent interpersonal skills and demonstrated ability to interact effectively with all levels of the university organization, including administrators, academics, managers, staff and students.

PREFERRED:
Knowledge of UC and UCSD academic and staff personnel policies and procedures as well as employee relations and collective bargaining issues.

Knowledge and skills in using UCSD budget, financial, personnel, and data systems and processes, including computer systems such as PPS, IFIS, ISIS, and the Link family and experience using the University Payroll/Personnel System or being a PAN reviewer.
