CURRENT HOURS AND STARTING TIME: Full-time (37.5 hours per week) position. The starting time for this position is currently 8:30 am.

**Per Labor Agreement and/or Board Policy, this position is subject to six (6) days without pay (furlough) for the calendar year 2013.**
Under direction, provides information support to the organization through the development of data reporting systems and tools for data and information analysis, including decision support systems, using SQL Server, Crystal Reports, HTML, and other electronic tools; works with the Organization’s MIS systems, including the Electronic Medical Record, claims and billing subsystems, and data warehouse; performs related duties as assigned.
Provides support to develop and manage the data warehouse interface using SQL Server, Crystal Reports and other applications using data provided through the software vendor (PCE Systems, Inc) for Macomb County Community Mental Health (MCCMH).
Under the direction of the Division Director, develops system-wide monitoring through the use of data analysis techniques in conjunction with other MCCMH Divisions.
With PCE and MCCMH Division staff, develops reporting mechanisms to ensure accurate and timely submission of financial and quality data, including clinical and claims/encounters, to external stakeholders.
Works with the Information Technology Unit and other Information Systems staff to coordinate technology needs and system-wide resources to ensure that the Organization’s data needs can be met appropriately on a timely basis (including through cooperative management of data warehousing capacities).
Participates in research, development, and implementation of data process controls and the redeployment of system resources to promote the accuracy of the data system (i.e. works on data systems and mechanisms which ensure data integrity, validity, promote quality control and quality improvement).
Works cooperatively with MCCMH staff on task forces, committees, and groups to accomplish the work of the Division and the organization.
Completes other work as assigned by the Division Director.
Comply with P.A. 390, as amended, known as the State's Emergency Management Act and the County’s Emergency Management resolution as well as all related plans, policies and procedures covered by these statutes.

Education, Training and Experience:
A Bachelor Degree from an accredited college or university, preferably in Business Administration, Information Technology, Management Information Systems or a related field.
Experience with SQL Server applications, Crystal Reports or other DBMS tools to produce reports and analysis for organizational decision-making.
Experience in query design for extracting complex data requests, including creating indices as needed.
Experience in interpreting Data Base Schemas, Entity Relationship Diagrams and Data Dictionaries.
Experience in a healthcare setting is preferred.
Successful completion of the probationary period for the position of Administrative Assistant III.
Be physically able to perform the essential functions of the position, with or without reasonable accommodation.
Knowledge of computerized databases, spreadsheets, and word processing and proficiency in MS Office Tools (especially Access and Excel).
Advanced knowledge of SQL and the ability to query large, complex data sets, understand the results of the queries, and determine that reports provided accurately and completely represent the underlying data.
Ability to analyze extensive information and prepare accurate synopses to meet the decision-making needs of users.
Ability to understand large relational database design in a healthcare setting and apply it accurately to create reliable reporting information.
Knowledge of concepts of managed care, data system development and relationship of public and private human services systems desirable.
Ability to work collaboratively and cooperatively with internal and external stakeholders.
Possession of a valid Michigan driver’s license and an operable insured automobile for authorized travel.
Ability to conduct oneself with tact and courtesy.
