Construction and Facilities Management: The contracting process involves multiple funding streams. It covers construction, general operations and simplified acquisitions. CFM is the primary office of responsibility for OALC and CFM FOIA actions. CFM has many FOIA actions pending, many involving litigation and most require timely adjudication. Each action requires specific research, correspondence and independent action to ensure compliance with Federal law. The FOIA support staff will be tasked with analyzing, documenting and redacting FOIA paperwork. They will also be expected to draft professional memoranda for Senior Leadership, track individual actions and assist CFM In other administrative function as needed. The interaction for this task will be completed at the Department of Veterans Affairs Central Office (VACO). Once sufficient evidence is collected, the FOIA assistant(s) will draft formal memos, letters, responses and other documents associated with timely adjudication of each action. They will assist staff in identifying essential elements, inconsistencies, possible courses of action and other associated tasks. The final product will vary based on each FOIA case and may include, not to be limited to: redacted documents, tracking spreadsheets, memorandum requesting information or describing other CFM issues as required. Entities Within and Outside the Office of Construction & Facilities Management, Office of Resource Management CFM anticipates that the FOIA support will require interaction with various entities inside the VA including and not limited to the CFM Regional Offices such as, the Eastern Regional Office, Central Regional Office, Western Regional Office, the construction program offices within the three VA Administrations (the Veterans Health Administration, Veterans Benefits Administration and National Cemetery Administration) and staff offices (the Office of Human Resources and Administration and the Office of Information and Technology) in the Department of Veterans Affairs Central Office (VACO), as well as various project sites at VA Medical Centers (VAMC) and National Cemeteries. Travel in not anticipated.Period of Performance:This SOW will cover 1 year, with 4 option years to extend services.NOTE: PLEASE RESPOND TO AD WITH PAST EXPERIENCE AND PAY RATE
Deliverables (Monthly Activity Reports) Contract Deliverables include: 1) Monthly activity reports (MAR) listing various activities performed by the contracted employee, current status and estimated date of completion2) Written documents to include memos, emails, other communication documentsa) Ability to write professionally, edit and refine internal/external documents is critical. b) Ability to spell and notice errors in spelling when proof reading is criticalc) Expertise with word processing, spread sheets for tracking and other automated systems is critical3) Capture baseline research to be analyzed4) Simple and complex redaction of FOIA documents5) Bachelors degree preferred6) Significant, documented and verifiable exposure to and working with FOIA is essential. Invoices/Payment Vouchers:Work performed; details of this work should be outlined in the Monthly Activity Report (MAR) including current period and cumulative information. All pertinent Contract information: Vendor Information; including VA authorized Vendor number. Remittance Address. Contract Number. Obligation/Purchase Order number followed by Task Order or WBS structure where work was performed. Data collection: Observation. Records review. Research of existing data systems. Interview of process owners/suppliers and customers, including meeting minutes or descriptions of issues discussed.Documentation, including but not limited to: Text explanation. IndexFreedom of Information Specialist Responsibilities:1) Meet with CFM FOIA Officer staff to determine specific duties, timelines and expectations 2) Manage document redaction3) Draft correspondences4) Edit and correct memos, etc connected with FOIA5) Review existing documentation.6) Vet products/artifacts as appropriate7) Review inputs/suggested revisions with CFM staff CFM Coordinator Responsibilities:1) Provide prioritized list of current tasks to be executed 2) Coordinate VAIQ training3) Provide access to required shared drives and folders4) Provide list of key persons to contact for interview5) Review and approve final product of this task.
