Under limited direction, performs a wide variety of professional level complex administrative services within a County department; responsible on a daily basis for the administration and coordination of a variety of departmental management programs which may include, but are not limited to budgetary and fiscal controls, affirmative action, departmental personnel matters, employer-employee relations, and systems procedures.

· Analyzes and makes recommendations on the organization or reorganization of departmental work units, researches, conducts studies, and prepares reports on departmental operations including procedures, systems, workload space requirements, and capital outlay projects.

· Supervises clerical support staff within the department; manages and directs daily activities through appropriate delegation, prioritizing, and assigning tasks and projects; evaluates, counsels, coaches, trains, disciplines, and instructs employees as required; establishes objectives and assures timelines and deadlines are met.

· Screens and assigns workload; meets regularly with clerical staff supervisors to discuss and resolve workload, staff, and technical issues; plans, prioritizes and assigns tasks and projects; assists in developing performance standards; recommends hiring, promotions, and terminations.

· Provides support, direction, and coaching to clerical staff supervisors in areas of performance management, problem resolution, and planning and work assignments.

· Counsels, trains, and coaches managers, supervisors, and staff; monitors work, develops staff skills, and evaluates performance; identifies training needs, and provides administrative and departmental training for staff.

· Assesses and allocates available staff to programs working closely with management team to fulfill needs of the department.

§ Assigned special projects requiring analysis, extensive research, providing unusual or original solutions; performs a wide range of technical, analytical, and general administrative duties coordinating information and assuring effective communication with external agencies, County staff, and management.

§ May coordinate the Human Resources activities a division or department by updating and maintaining all department personnel files, transactions, reports, and employee records with strict confidentiality.

§ Assesses the recruitment needs of a division or department, and may assist in managing the hiring process in coordination with the County Human Resources Department.

§ Monitors department job interviews for fairness and non-discrimination practices; conducts reference and background checks; offers positions and responds to final applicant questions.

· Coordinates, and may by direction of the director or assistant director, implement staffing decisions to include employee hiring, terminations, promotions, demotions, and transfers; conducts employee exit interviews.

· Manages and coordinates employee performance evaluation system; reviews performance evaluations; provides guidance and assistance; assures adherence to established policies and laws.

· Analyzes personnel issues and applies complex policies, rules, regulations, and laws; in coordination with department management and the County Human Resources Department, advises director, managers, and supervisors in handling a variety of issues including disciplinary matters, grievances, complaints, American with Disabilities Act (ADA), Family Medical Leave Act (FMLA), workers compensation, and other issues.

· Reviews workers compensation, disability, and family leave claims for accurate completion; coordinates with County staff and appropriate agencies in monitoring status of claims; may provide assistance to Human Resources or reasonable accommodations to return employees to work.

· Conducts administrative and departmental division training for employees; oversees organization of departmental or division orientation and County policy change trainings for employees.

· Meets with employees to assure consistency with all functions of personnel and payroll; liaisons with departmental and/or County payroll supervisor to address and solve areas requiring attention.

· Maintains and enforces all aspects of confidentiality of client information; monitors compliance to the standards of the Privacy Act of 1974, {U.S.C. § 552A} as amended.

· Performs other related duties as assigned.

Minimum Qualifications:

· Bachelor’s degree in Human Resources, Business or Public Administration, Social Services or related field, and three (3) years administrative and/or human resources experience, including one (1) year of supervisory experience; OR

· Associate’s degree in Human Resources, Business or Public Administration, Social Services or related field, and five (5) years experience in an administrative staff position performing administrative, budgetary, or personnel analysis.

· Valid State of California driver’s license may be required; a clear criminal record is required.
