NOTE : This is a TERM appointment (not-to-exceed 13 Months). A term appointment is a non-permanent appointment expected to last longer than one year, and can be extended non-competitively for a maximum of four years. This position is located at the San Francisco VA Medical Center where you serve as Administrative manager for the Homeless Program and Social Work Services. Major duties and responsibilities include:
Work Schedule: Monday - Friday 8:00am - 4:30pm
- Gather, interpret, analyze and correlate large amounts of narrative and statistical information about organizational functions, workload and productivity.
- Provides social work management with assessment and advice on the distribution of work among positions and organizations, and the efficient utilization of positions and employees in program and program support areas staffed by employees in professional, technical and clerical occupations.
- Works collaboratively with other facilities to ensure that the administrative details are covered in a coordinated, well-integrated manner.
- Performs financial transactions such as receives information from Fiscal Service about funding for the program and is responsible for establishing and maintaining a system to track the usage of those funds, monitoring expenditures and completing the necessary reports for accountability.
- Works with Acquisitions and Material Management Service on a local or regional level as necessary to finalize contracts, including leases for space when needed.
- Interacts with Transportation to obtain and maintain the vehicles needed to provide effective service to Veterans in the various programs.
- Develops a system for initiating personnel actions and tracking progress from that point through the new employees start date and exercise delegated signature authority as the approving official for personnel actions.
- Responsible for collecting, tracking and analyzing data and presenting reports to supervisory staff.
- Supervises program support assistants, assigns work to these staff members assuring that all duties are carried out.
- Ensures that quality assurance information is properly maintained.

Possess one (1) year of specialized experience that would be qualifying as an Administrative Officer equivalent to the next lower grade level in the Federal Service. Possess a Ph.D. or equivalent doctoral degree or have 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Transcripts Required)
Possess equivalent combinations of education and specialized experiences which are qualifying for the GS-11 position. (Transcripts Required)
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

To calculate the combination of education and experience , determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Only education in excess of the amount required for the next lower grade level is qualifying. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level.
You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
Ability to manage the fiscal and contracting activities of the comprehensive program.
Ability to support a program.
Ability to coordinate interactions with human resources management services.
Ability to supervise administrative support staff.
Ability to manage data in support of day-to-day performance and periodic external reviews.
PHYSICAL REQUIREMENTS:The work is primarily sedentary, although some slight physical effort may be required.

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
