NATIONAL GUARD MEMBERSHIP IS REQUIRED

:

This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.

This position is located in the State Air National Guard Headquarters in a state comprised of the following: a single flying unit (or a non-flying unit) with no geographically separated units (GSUs), and an overall authorized strength (full and part time drill) less than 3000 personnel. Serves as the principal advisor to the Adjutant General and/or Assistant Adjutant on a broad range of matters

concerning the United States Air Force and Air National Guard.

: Excepted Service Male/Female Commissioned Officers (Promotable 04/Maj - 05/Lt Col)

WHO CAN APPLY:
GROUP I

  • All qualified Male/Female Commissioned Officers (Promotable 04/Maj - 05/Lt Col) currently employed (permanent) in the Virginia Air National Guard Military Technician Program.
GROUP II

  • All qualified Virginia Army and Air National Guard Male/Female Commissioned Officers (Promotable 04/Maj - 05/Lt Col), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.
MILITARY ASSIGNMENT

: This position is supervised by a Brig Gen/07. Grade inversion will not be authorized.

DUTIES AND RESPONSIBILITIES:
Serves as the principal full-time representative and spokesperson of the Air National Guard senior leadership on the Adjutant General’s joint Army/Air National Guard state headquarters staff.

Advises on complex and sensitive issues in the areas of logistics, C4, manpower and personnel, strength management and other support functions related to mission operations.

Formulates and develops long-range plans and programs and short-term strategic plans.

Applies thorough and extensive knowledge of USAF/ANG organizational structures, missions, and objectives in the management of ANG mission programs.

Initiates contacts and maintains liaison with public officials, civic groups, other reserve component activities, unit advisors and staff representatives.

Develops and institutes force management plans and programs that insure the units meet future federal and state readiness and mission needs.

Initiates contacts and maintains liaison with public officials, civic groups, other reserve component activities, unit advisors and staff representatives.

Maintains liaison between the NGB Air Surgeon and medical units within the state.

Manages State ANG diversity program.

Represents the Adjutant General at meetings and conferences.

Ensures compliance with local and higher headquarters policies and technical adequacy of information furnished.

Directly, and through a subordinate supervisor, manages federal and state employees of the State headquarters.

MINIMUM QUALIFICATIONS:
Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Must have at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions. Experience preparing reports, plans, policies and various correspondence. Experience evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Experience utilizing the organization, its mission and the organizational staff procedures. Experience using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs. Experience developing the mission and work processes of programs throughout the military organization and multi level agencies. Experience in analytical and investigative techniques.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
A maximum

of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to the type of the work of the position (i.e.,management, business administration, oral communications, accounting, economics, etc.)

  • Participation in direct deposit is mandatory.
  • Selectee may be subject to a one-year probationary/trial period.
  • Possess or be able to acquire and maintain a Secret security clearance.
