This Division of Employment and Rehabilitation Services (DERS) position, Financial Analyst, develops and maintains fiscal summary information for assigned areas including data such as case load statistics, historical funding patterns, funding source, etc.; researches and analyzes expenditure and revenue trends for the purpose of reporting fiscal position, preparing external and internal reports, and preparing forecast; determines funding needs of assigned programs and initiates transactions including transfers, draw downs, deposits, journal vouchers, expenditures corrections, encumbrances and modifications, and other like documents; identifies, researches, reviews, analyzes and establishes possible impacts of proposed and pending federal and state legislation, policy changes, or funding modifications for assigned areas; attends formal and informal meetings to ensure proper knowledge of assigned programs and adequate communication with programmatic personnel; prepares appropriate materials for those meetings.
KNOWLEDGE, SKILLS, ABILITIES (KSAs):
Knowledge of: governmental accounting and fiscal principles; principles and practices of administration; organization, fiscal management and budgetary control; statistical analysis and theory; report writing techniques; office practices and procedures.
Skill in: oral and witting communications; excellent analytical and problem solving; analysis and interpretation of complex financial data; utilization of computer based systems and software; organizing, prioritizing and multitasking.
Ability to: learn and apply increasingly complex concepts, policies and procedures; problem resolution; acquire knowledge of the principle, concepts, and current practices in government organization; budgeting and fiscal control; acquire knowledge of federal, state and program laws and regulations, policies and procedures; acquire knowledge of federal funding accounting principles and practices in administration of programs.
Will possess a Bachelor's degree in accounting, finance, economics or business administration with a specialty in accounting, finance or economics form an accredited college or university; or a Master's of Business Administration, Public Administration, or related field such as accounting, finance, or economics from an accredited college or university; or two (2) years of complex administrative work experience in budget preparation, analysis, funding, financial reporting or related specialties.
