This position within the Contracts Management Team (CMT) is responsible for the administrative management of Department of Health and Human Services (DHHS) procurement processes and the resulting contracts. Duties include working with multiple County departments to draft solicitations (RFPs, IRBs, etc), manage the solicitation process and draft, process and provide administrative management of the resulting contracts. The employee will serve as the contact person for the administration of contracts for the DHHS Children, Youth, and Family (CYF) service area while providing excellent customer service. The employee will provide recommendations, assistance with problem solving, and advice to program staff on the technical requirements for solicitations and for determining the appropriate method of services/goods acquisitions. The employee will also provide technical assistance and training on contract regulations and administrative management to CYF. The work includes the administrative management, tracking, and compilation of contract data for assigned contracts through the use of electronic data management systems throughout the life of the assigned contracts. Three (3) years of professional administrative experience in government procurement/contract administration.
Graduation from an accredited college or university with a Bachelor's Degree.
An equivalent combination of education and experience may be substituted. Preferred Criteria

Experience in developing and writing solicitations, contracts and amendments with moderate to complex scope requirements and performing budget and price analysis.
Experience with coordinating development of contract agreements with multiple departments/interests, leading negotiations and evaluating proposals
Experience managing and prioritizing multiple projects simultaneously
Experience using public sector procurement regulations, policies and procedures
Experience providing customer service to multiple clients and experience working independently to problem-solve for clients
Experience in contracting for a variety of health and human service programs.
Experience working with various types of automated contract management systems and a wide variety of computer applications such as Excel, Word, Adobe, Power Point and Oracle e-business
