MINNESOTA NATIONAL GUARD This position is located in the Joint Forces Headquarters - State Training and Operations Directorate, J-3/G3. The purpose of the position is to provide a variety of administrative support, technicial assistance, and participation in the management of National Guard Training and Operations office.

This is an Excepted Service position that requires active membership in a compatible AFSC/MOS in the Minnesota Air/Army National Guard and wear of the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Serves as the primary advisor to the J3 Directorate for all automated information management (IM) support functions by formulating, developing, and directing the implementation of IM policies and procedures. Plans, organizes, directs, and coordinates Information Management functions to include: (a) Processing of incoming and outgoing classified and unclassified documents (b) Maintaining a centralized master file and subordinate file systems used to provide a reference and record keeping service of a variety of operational and policy materials to include electronic and paper files (c) Maintaining a system of reference libraries containing technical and general publications, regulations, and directives (d) Provides software application assistance for commonly used office automation and telecommunications applications and participates in a small group computer support program which will provide training and guidance to end-users within the directorate. (e) Works with supported users in performing Information Resource Management (IRM) concepts such as moving files from one media to another, configuring user software, modifying software configuration, and performance of basic configuration management functions. (f) Serves as SharePoint Manger for the Directorate providing guidance in the design, establishment and maintenance of web pages for supported users while maintaining the integrity and security of database elements and information.

Administrative duties include (a) Personnel database maintenance (b) Reviewer and approver for the Automated Fund Control Orders System (AFCOS) (c) The directorate Organizational Defense Travel Administrator (ODTA) for the Defense Travel System (DTS). (d) Plans, implements and manages the Records Management Program for the directorate according to National Guard directives, instructions, and general guidance (e) Assists with the development of methods and procedures by which record materials are created by an organization filing systems are maintained and requirements for retention or disposal of records (f) Prepares correspondence to requests for general information concerning J3 functions from sources material. Reviews incoming correspondence, publications, regulations and directives which may affect the directorate and examines outgoing correspondence for proper format, conformance with general policy and procedural instructions, grammar, accuracy and inclusion of necessary attachments (g) Prepares “read files” originating in the J3 Directorate that require circulation to the Command Group while maintaining suspense records on incoming/outgoing correspondence and action documents and follows up on work in process to ensure timely reply or action. (h) Manages the J3 and Deputy J3’s calendars and arranges staff visits, schedules and notifies organizations and officials to be visited.

GENERAL EXPERIENCE: Administrative or clerical experience, education, or training which demonstrates the candidate’s ability to perform the duties of the position. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-07 requires 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience demonstrating the ability to advise lower graded employees. Experience working independently and setting priorities with very little supervisory control.


MILITARY COMPATIBILITY: Upon selection, individual must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota National Guard.

Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level,

and DOD IT network access. Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility.

EVALUATION FACTORS: Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. To insure full consideration, applicants are urged to submit information about their training, self-development, outside experience, activities and awards. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.

AREAS OF PRIORITY: In accordance with MN National Guard Regulation 690-335 (Army) or 36-1 (Air), applications will be forwarded to the selecting official to conduct interviews by area of priority listed below:

Area 1: Career/Career-Conditional Technicians assigned to the Minnesota National Guard.

Area 2: Indefinite Technicians assigned to the Minnesota National Guard who were initially hired based on a posted job vacancy.

Area 3: National Guard technicians from other states, Minnesota National Guard technicians who have not previously competed, traditional National Guard members, and civilian persons eligible for membership in the Minnesota Air or Army National Guard.
