THIS IS A POSITION SPECIFIC RECRUITMENT WITHIN THE SECRETARY'S OFFICE (TSO) OFFICE OF FINANCE LOCATED IN HANOVER, MARYLAND IN ANNE ARUNDEL COUNTY. DESCRIPTION: The Administrator II (Fiscal Analyst) position provides technical support to the Assistant Director of Financial Planning in the Office of Finance. The employee will be responsible for: the fiscal estimate process for MDOT, financial analysis, revenue models, research and presentation, debt management, and other special projects assigned to the Office. Administrative duties include: gathering data on economic variables and analyzing economic trends; analyzing the impact of economic conditions on MDOT revenues; and preparing various reports summarizing and interpreting findings. The employee will also be responsible for: monitoring policies and practices of other State transportation agencies concerning taxes, fees and other revenues; managing, updating and maintaining MDOT's fiscal estimate tracking database; creating, maintaining and updating spreadsheets of operating revenue statistics for use in forecasting models; maintaining bond accounting records, reconciling with State's FMIS/R*STARS financial system and with bank statements; creating maintaining, updating, and producing graphs, charts and other visual aids for presentation to the Secretary, Deputy Secretary, Legislature, Governor, other governmental units, credit rating agencies, and public/private groups. This classification receives managerial or executive supervision from a higher-level administrator or executive in the Finance Department.

Education A Bachelor's degree from an accredited college or university.

Experience: Four (4) years of experience in administrative or professional work, two (2) years of this experience must have involved fiscal/financial analysis. Work examples include: analyzing and gathering data for economic impact/trends, analysis of revenues and expenditures, analysis of budgetary options, and/or summarizing and interpreting data/findings.*

1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

Licenses, Registrations and Certificates: Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees may be required to possess a motor vehicle operator's license valid in the State of Maryland.
