RECRUITMENT: The State Highway Administration (SHA) is recruiting for the Chief of the Consultant Services Division (Administrator VI) in the Office of Procurement and Contract Management (OPCM). This recruitment is open to anyone who meets the preferred qualifications listed below. This position is Executive Service (the incumbent serves at the will of the appointing authority).

SALARY RANGE: Grade 21 ($57,626 - $92,521) CLOSING DATE: March 4, 2013

NATURE OF WORK: The Division Chief, Consultant Services Division, is responsible for the coordination and management, contract estimating, negotiating, and finalization of all SHA Architectural/Engineering (A/E) procurements, assistance for SHA service contract procurement, and assistance to all other MDOT Modal Administrations in their A/E procurement, as set forth in the Code of Maryland Regulations (COMAR) 21.12.02. The Division Chief may perform as a SHA Alternate Temporary Member of the Transportation Professional Services Selection Board (TPSSB) and may represent SHA at the Board of Public Works (BPW), as necessary. In the absence of the Director and/or Deputy Director, this position is responsible for coordination and presentation of SHA agenda items and contracts submitted for approval of the BPW, which consists of the Governor, Comptroller, and Treasurer of the State of Maryland.

PREFERRED QUALIFICATIONS:

EDUCATION: A Bachelor's degree from an accredited college or university.

EXPERIENCE: Six years of experience in administrative or professional work. Three years of experience must include recent contract management or procurement experience involving compliance with governmental procurement laws, regulations and conditions. Two years of this contract management or procurement experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

The ideal candidate should have: Knowledge of the A/E procurement process from advertisement to BPW (or comparable) approval; Experience dealing with the application of Federal, State or Local procurement regulations; Excellent communication, public presentation, interpersonal and leadership skills; Time management skills with a demonstrated ability to manage multiple assignments; Working knowledge of Microsoft Office; and Familiarity with the Department of Transportation's Consolidated Transportation Program. Registered architects and professional engineers are highly desirable

NOTES: 1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
