RECRUITMENT: The State Highway Administration (SHA) is recruiting for the Assistant District Engineer - Construction (Administrator VII) for Dorchester, Wicomico, Somerset and Worcester Counties. This recruitment is open to promotional and permanent MDOT employees ONLY who meet the preferred qualifications listed below. This position is Executive Service (the incumbent serves at the will of the appointing authority).

SALARY RANGE: Grade 22 ($61,496 - $98,745) CLOSING DATE: February 25, 2013 (Postmarks not Accepted)

Note: Starting salary is contingent upon education, experience, and TSHRS salary rules.

NATURE OF WORK: This position is responsible for managing the construction program for District 1- Dorchester, Wicomico, Somerset and Worcester Counties. The Assistant District Engineer for Construction directs and coordinates the SHA highway and bridge construction program. This includes, but is not limited to: providing leadership and engineering direction to a staff of professional Area Engineers, Office Engineers, Project Engineers/CID Inspection Staff and administrative support staff to construction State and Federal Highway funded roadway improvement and/or bridge projects; monitoring project budgets and timelines and overall construction program dollars and schedules; initiating and continuing successful partnering relationships with all project stakeholders; handling contract claims, effectively managing necessary change orders; citizen and elected official inquiries and/or concerns; working with other SHA offices and the construction industry to ensure high quality standards and communication. In addition, this position is responsible for participating and is integral to the District 1 Management Team which includes handling local/State business planning activities within their respective area.

EDUCATION: Bachelor's degree in civil engineering from an accredited college or university.
EXPERIENCE: Six (6) years of experience in administrative or professional work. Two (2) years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. Three (3) years of the required experience must have involved managing a construction or maintenance program.

The ideal candidate will possess an educational specialization in construction or traffic engineering; effective communication skills; the ability to formulate and interpret policies and procedures and engineering standards and principles; and the ability to handle multiple priorities, including emergency events related to construction projects (i.e. work zone incidents or citizen concerns requiring immediate response).

NOTES: 1. Additional experience in professional civil engineering work may be substituted on a
year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the
rate of 30 semester credit hours on a year to year basis for the required general experience.

This position is considered essential. Candidates are subject to call-out and must be available to work 24 hours/day - 7 days/week. Possession of a motor vehicle operator's license valid in the state of Maryland with less than four (4) points is required.
