Pay Determination: This position is classified at the GS-6 grade level with a current salary range including locality of $38,252 to $49,725. However, until a Professional Standards Board can meet to review your experience and/or education to determine your final Grade and Step, placements will be made as such:
Current Employees selected will be placed with no change in grade or appointment authority through temporary detail to an MSA position
New appointees applying under a special hiring authority will be placed at the minimum step of the journeyman grade GS-5, step 1 with an annual salary of $34,316.
This position is located within the FACSUP PATIENT ADMINISTRATION at the CAPT James A. Lovell Federal Health Care Center (FHCC) in North Chicago, IL. The FHCC is a first-of-its-kind partnership between the Department of Veterans Affairs (DVA), and Department of Navy (DoN)/Department of Defense (DoD). It is larger than just a single facility, but rather it is a fully-integrated medical care facility with a single combined VA and Navy mission. The combined mission of the FHCC means active duty military and their family members, military retirees, and eligible veterans receive health care at this facility. Additionally, the Veterans Health Administration (VHA) is the largest single provider of graduate medical education training sites in the U.S., with as many as one-third of the nation's resident physicians receiving part or all of their training in VA health care facilities. Provides assistance operating ward administration programs and activities supporting inpatient wards, benefits and services provided to veterans, active duty, dependents, or beneficiaries. The incumbent administers the department staff training, oversight, and review of the computerized Patient Record for all inpatient areas. Coordinates installation and/or implementation of automated data processing systems to support administration functions. Leads a group of employees performing work at the GS-5 level.
Applicants must meet the I. Basic, II. Grade Requirements, and III. Demonstrate the KSAs requirements for the GS-6:
I. Basic Requirements:
Experience and Education:
Experience. Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR
Education. One year above high school; OR
Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
II. Grade Requirements for the GS-06:
One (1) year of specialized experience equivalent to the GS-05 grade level in the Federal Service.
Specialized Experience is: Experience at this level includes, but is not limited to: participating in team huddles and team meetings to manage and plan patient care; setting priorities and deadlines, adjusting the flow and sequencing of the work to meet team and patient needs; may work with the team to reinforce the plan of care and self-help solutions and entering appropriate information into the electronic record; monitoring pre-appointment requirements to assure readiness for patient visit/procedure (e.g., X-ray, lab work); managing electronic wait list to verify and validate accuracy and resolve issues; participating and providing input in problem solving on operational issues or procedures in team meetings, performing administrative follow up actions; participating in and independently following up on team huddles by sharing information and collaborating with the medical team to assure continuity of care.
III. Demonstrated Knowledge, Skills, and Abilities: In addition, to the above BASIC and GRADE REQUIREMENTS, the candidate must demonstrate in their resume that they possess the KSAs below:
1. Ability to collaborate, communicate, set priorities, and organize the work in order to meet deadlines, ensuring compliance with established processes, policies, and regulations.
2. Ability to communicate tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels.
3. Advanced knowledge of the technical health care process as it relates to access to care.
4. Advanced knowledge of managing a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.
5. Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process.
6. Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. It will be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Physical Requirements: The work is mainly sedentary but requires some bending, walking, standing, and the carrying of such things as patient records, light sterile supplies, and letter mail.
Work Environment: The employee regularly works in close proximity to patients.
Time-in-Grade Restrictions Apply - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.
