The contractor will be responsible for the implementation of the ongoing authorization software application at D/As, which is a detailed and collaborative process involving the planning and coordination efforts of the Information System Security Line of Business (ISSLOB) Shared Service Center (SSC and D/As). The contractor will develop detailed plans to identify enterprise policies and procedures, goals, performance metrics, and project costs. The contractor will also develop and maintain a comprehensive understanding of D/As current operational framework, and ensure the successful transition of D/A enterprise system inventory and related security assessment and authorization data and documentation into the ongoing authorization software application.
As documented in Interagency Agreements (IAA), Memoranda of Agreement (MOA), and Service Level Agreements (SLAs) with designated D/As, the contractor will work closely with each supported D/A to develop deliverables on a schedule that coincides with the deployment of the ongoing authorization software application. Contractor support activities include, but are not limited to:
Application development and programming support
o Possessing a comprehensive understanding of Federal IT security requirements and practical expertise in application development, specifically ASP.net, VB.net, Microsoft (MS) SQL, Telerik, Crystal Reports and Aspose.
o Developing the ongoing authorization software application using the ASP.net, VB.net, MS SQL, Telerik, Crystal Reports and Aspose suite of tools and ensure it meets all current Federal, Department and D/A requirements.
o Providing routine programing code updates for the ongoing authorization software application to meet evolving Federal, Department and D/A business needs.
o Performing application testing (e.g., unit, system and user acceptance) to ensure the success of new ongoing authorization software application program changes and updates.
Help desk support
o Possessing a detailed understanding of the inner-workings of the ongoing authorization software application, including its overall system architecture, inputs and outputs.
o Providing tier one (first level support) to D/As and the Department.
o Performing requirements analysis and assisting with prioritizing ongoing authorization software application
o Coordinating with D/As and groups within the Department to ensure the requisite security scans are completed for the ongoing authorization software application, including analyzing scan results, prioritizing and remediating findings.
Application installation and deployment support
o Creating packages for deployment into the staging environment, including database script updates.
o Developing formal test plans, and coordinating with D/As and the Department to successfully install the ongoing authorization software application.
o Working closely with D/As and the Department to troubleshoot and promptly resolve any issues that may arise.
Customer relationship management support
o Possessing a detailed understanding of D/A and Department mission operations.o Serving as the primary point of contact to manage and facilitate integrated project teams (IPTs) with D/As.
o Being responsive to customer business needs and promptly addressing issues that arise.
o Providing both generic and custom ongoing authorization software application training tailored to meet the customers unique business needs.
The contractor will also provide security assessment and authorization support for the ongoing authorization software application to maintain an authority to operate (ATO).

Education / Experience:
BA/BS + 2-5 yrs experience
